Subject: Realizing Former President Lee Teng-Hui's Economic Scale Vision of a “$10 Trillion US Dollars”

Dear President,

Barack Obama, elected U.S. President after the 2008 financial crisis, invited me to the 2009 APEC CEO Summit to contribute the way of "Rebuilding the Global Economy." I proposed "IIA-TES" (Invest in America and Leverage New Technology Economic System) as a solution to the crisis's damages.

President Lee Teng-Hui's Endorsement

Former President Lee Teng-Hui, upon hearing of our APEC invitation to present IIA-TES as an "instrumental solution" for the unprecedented financial crisis, specially invited us to Cuishan Villa for in-depth discussions. After inventor Linda Din explained "TES," he responded: "This TES represents a major reform in finance and technology, truly capable of bringing Taiwan a US$ 10 trillion economic scale." In fact, during COVID-19, TES's cashless transactions reached "US$ 36 trillion."

Industry Breakdown and Priorities

We later reported to President Lee with industry classifications and targets: "1. Traditional industries—30%, about $3 trillion; 2. Tech industries—65%, about $6.5 trillion; 3. Emerging industries and international contributions—5%, about $0.5 trillion." Taiwan should particularly strengthen the "special tool steel industry" to develop precision bearing components for drones and future robotics.

Trump's "National Security Security" Insights

President Trump's National Security Strategy highlights "deadly failures"—systemic neglect of responsibilities leading to institutional collapse, akin to the Qing Dynasty's 1911 downfall from long-accumulated flaws. It stresses: "The future belongs to makers (creators); those people with competence and merit are a nation's vital assets and must not be suppressed." It emphasizes protecting "intellectual property" (IP) twice, urging elimination of "IP thieves" to safeguard economic security, the foundation of national security.

Taiwan's TES Legacy and AI Frontier

Taiwan stands at the forefront of the AI wave, holding the world's strongest "IP." Linda Din, witnessing Taiwan's failed 1985 industrial transition —where unemployed workers turned to taxi driving and faced robberies—advocated the "Rich Taiwan Plan" via social responsibility investment (SRI). In 1997, she brought TES innovations—"contactless TranSmart chip (RFIC) and its Reading Device (TRD)"—to Vancouver APEC, igniting hope for Asian financial crisis victims. As APEC 1998 lecturer (speaker), her TES proposal spurred “E-Commerce Legislation;” as 2003 lecturer, "RFIC + TRD + TSCM + VAM + eStore" formed "Global Channel-TES," winning "best-practice policy" and ushering in "cashless" transactions—taxi drivers no longer be robbed.

Recently, Gemini captivates globally; former Google Executive Jian Li-Feng claims it uses "vending machines" for pre-training —equivalent to our early "VAM" invention. Our accumulated IP is the "bond" asserting digital sovereignty.

Former President Lee Teng-Hui, in 2010 and 2011, repeatedly urged us to leverage the "National Treasure—TES" to continue enriching Taiwan, aiming to achieve the mission of a "US$10 trillion" economic scale by 2036. Regrettably, Wang Chien-Hsuan used the "Control Yuan" to classify investigation reports persecuting us as "Confidential" until August 16, 2017, effectively sabotaging our fulfillment of President Lee's directives.

Taiwan's Promised Land Legacy

Taiwan is a "Promissed Land." My Kuo family ancestors brought an 8-inch seated Guan Gong statue across the sea from Zhangzhou, establishing Ho-Mei Trading Company with a Tainan port wharf. Their fleet helped locals market products worldwide, with outposts as far as Paris — earning the title "Tainan’s richest." Tragically, in 1937, betrayed servants colluded with Japanese forces to raid our home; my grandmother fled with her children to 45 Chong An Street. My one-eyed uncle was forcibly drafted into the army and died in New Guinea; my father, conscripted for "Kamikaze Duty," was thus reassigned to Okayama Naval Air Factory as a technician, preserving our lineage.

Post-War Trials and Resilience

Unexpectedly, Chiang Kai-shek lost the mainland. In early 1950 in Taipei, Taiwan, he "resumed duties" to continue and complete his first Republic of China presidential term, launching the "White Terror" to consolidate borders. My naturally carefree father rescued a communist spy, entangling us in 13 years of litigation; our home filled with tension daily — my terrifying childhood defies imagination.

Fortunately, Guan Gong and I formed a "Sacred Bond"(Mysticism) — He granted me unparalleled focus and perseverance. In February 1966, while my father was detained in jail on Xinsheng Street, my "Cheng Kuang Metal Works" ran smoothly. By December 1966, I outcompeted those rivals of America, Germany and Japan, securing business with "Transworld Electronic Company" (Avnet Inc.) in Kaohsiung Export Processing Zone (KEPZ), building the Kuo family's first home in 32 years at a deep alley on Park Road.

Precision Industry Foundations

In 1969, relocating the factory, Mr. Hsieh Tung-Min presented a "Cheng Tong He Kuang" plaque, showing high officials were approachable. Amid black letters and "government visits," issues were downplayed, enabling my "Precision Industry" growth to benefit successors, guiding locals from vacuum tubes to transistors. Moved by their respect for Mr. Hsieh Tung-Min, people willingly put their accumulated wealth on the line, donating it to Chiang Ching-Kuo so the "Ten Major Construction Projects" could be completed.

U.S. Ventures Amid Crisis

On January 1, 1979, the Carter administration unilaterally severed ties with the ROC in Taiwan. For mutual interests, I risked my life developing "satellite receiver" in the U.S., realizing "Reaganomics" in the 1980s.

Due to the "New Xuanwu Gate Incident," to protect family honor, I abandoned my Tainan base for Taipei. My wife, Linda Din, shaped by Shih Chien College's Motto: "self-cultivation, family regulation, state governance, world pacification" which set by the founder Hsieh Tung-Min, observed Taiwan's 1981-1985 industrial transformation failure — ignorant U.S. firms claimed: "Taiwan's per capita US$ 3,000 means no investment value!"

A housewife launched the "Rich Taiwan Plan," vowing "Innovative Industries." She invented a "cashless system" where taxi drivers earn without cash — installing "TRD and TSCM software" in vending machines to test her "contactless TranSmart chip"(RFIC) to be a “VAM” system. As APEC 1998 lecturer, she spurred "E-Commerce Legislation," laying "intellectual industry foundations" and Taiwan's golden 20 years.

Hsieh Tung-Min's Enduring Legacy

At Hsieh Tung-Min's 2001 memorial, alumna Linda Din detailed his merits: From 1945 Taiwan retrocession, he nurtured countless mothers and wives in education. When Finance Minister K.T. Li worried about funds for "Ten Major Constructions," Hsieh mobilized local gentry with 30 years' roots. His "Well-off Plan" fostered Taiwan's resilient 1.08 million SMEs, a miracle rivals emulated — turning crisis to fortune. Across from her, ex-Premier Hao Pei-Tsun wiped his tears, underscoring Hsieh's widespread grace, and let me realizing that "Taiwan's survival fragility."

Taiwan's Global Leadership Choice

Global tensions force Taiwan's choice: We can lead as "A Navigator of Global Intellectual Industry," and become the center of Maritime Century. In case of breaking through, relaunch in Kaohsiung 2026 via "AI Empowerment Platform"—TES integrates traditional industries into global virtual-real channels pervasively. TES is smart industry's "nervous system" (cashless transactions, info flows); precision bearings/tool steel its "skeleton." Make Taiwan's RFIC chips global value settlement points.

Today, the "Book of Changes" (I Ching) states: "The well has been cleared but is not used. This is my heart's sorrow. It can be used for drinking; the king is bright, and all receive their blessing." (Water Wind Well, Nine in the Third). This means a well that has been dredged yet remains untapped is regrettable; but under a wise leader who utilizes it, everyone shares the fortune. TES is precisely this "well," now gushing like a spring to benefit the world.

TES as Social Solution

We invented the new "Technology Economic System" (TES) to address structural social problems, as social responsibility investment for the "Rich Taiwan Plan." Yet when institutions fall under corruption's control, innovation becomes a profit tool, piling up societal issues like a volcano.

Corruption's National Security Threat

APEC has noted that corruption syndicates structurally and organizationally persecute capable individuals; without intervention, it escalates to "national security crisis levels." Nations rarely perish from external foes but from complacency toward "systemic failures." The remedy lies in rebuilding the third sector to catch those not yet fallen, restoring the social safety net and fulfilling Constitution Article 15: "No one shall be driven to desperation."

Alignment with U.S. National Security Strategy

The "National Security Strategy" further emphasizes prioritizing reciprocity and fairness to restore U.S. economic independence, focusing on "non-sensitive factors." If America sustains growth momentum, our economy should expand from US$ 30 trillion in 2025 to US$ 40 trillion in the 2030s, placing us in an enviable position as the world's leading economy. Our goal now is laying foundations for long-term economic vitality.

IP Protection and Global Reordering

President Trump declares: "The future belongs to makers (creators); IP theft must not be allowed to destroy!" Against international enterprises' long-term infringement of TES technology, if public-private partnership for global IP restitution could redefine industry order, fulfill former President Lee's directives, and extend our national strength.

Mr. President, exercise your leadership: Use TES system to build the next generation a smart golden age of "earning world money from home," positioning Taiwan as navigator of global smart industries and the center of the maritime century.
