Prophetic Report from Silicon Valley

Prepared By Peter Li-Chang Kuo

(Chinese)

Seeking good fortune and avoiding calamity” has enabled fragile humanity to survive in harsh environments. Throughout history, prophets have always emerged to guide people through adversity and transform misfortune into blessing.

In the face of regional economic imbalance, Asia-Pacific Economic Cooperation (APEC) founding economy Australia invited us to report at the 2006 Hanoi APEC CEO Summit on the progress of the Best Practice “Global Channel–TES.” While cartel forces in Taiwan launched overwhelming obstruction, I nevertheless broke through and arrived in Hanoi, staying at the "Sofitel Hotel" reserved for speakers.

Fig 1: Achieved Satellite Support Initiative

The greatest achievement of APEC CEO Summit 2006 was the approval of the “Satellite Support Initiative.” Participants at APEC were not only the United States with GPS, Russia with GLONASS, China with BeiDou, but also European representatives using the Galileo system under the Organization for Economic Cooperation and Development (OECD). Since "TES" is a multinational trade system open to participation by many economies, it requires integration of the four major satellite systems.

I brought the prototype of the “C-Phone” to Silicon Valley and presented it to Steve Jobs, explaining that “satellite support” would prevent smart mobile communicators from becoming failed “PDAs” (Personal Digital Assistants), and instead advance the progress of civilization.

The second major gain was that the network connections in Taiwan — once severed by armed public authorities — were reconnected in Hanoi. Immediately after the summit, I returned to Silicon Valley to reopen the “Panhornic office.” Friends at “Merrill Lynch” stood ready, fully committed to “seeking good fortune and avoiding calamity,” sensing that a financial storm was forming.

According to Merrill Lynch’s assessment, as "TES" gained broad recognition over the past two years and began "Pilot Commercialization" — proving our invention to be an essential necessity for future human life — the valuation of "Panhornic ComMec Inc." far exceeded the “USD 23.4 billion” stated in the "2002 IPR Appraisal Report." Instead, it aligned with the “USD 257.1 billion” target we proposed at APEC. This would have made it the largest IPO in NASDAQ history, with Merrill estimating a listing price of "USD 250 per share."

Fig 2: "2002 IPR Appraisal Report"

The primary purpose of Panhornic’s IPO was to "avert a human catastrophe" — the impending financial tsunami.

While Merrill Lynch and our team in Silicon Valley worked to mitigate the coming storm, in Taiwan my wife, Linda Din, was threatened: “If you leave the country, your Republic of China nationality will be revoked.” At the same time, Huang Derui, Director-General of the Science Park Administration, came to ask her for investing in the "Tongluo Science Park" (TSP), while a group of pastors surrounded a superstitious woman claiming it was a “Promised Land.”

Fig 3: Huang Derui asked Linda Din invest in TSP

Much of our capital had already been wiped out during earlier sieges. Jeffrey Koo, chairman of China Trust deployed financial instruments to induce Linda Din to mortgage a NTD 50 million property for NTD 9 million; shortly afterward, the principal was demanded, and the asset was transferred to Taiwan Asset Management as non-performing debt. This coordinated inducement — “at the level of president, premier, bureau chief, and financial magnate” — ultimately succeeded.

Each time I left home, I feared for Linda’s safety. Because she was unwilling to go to the United States, many critical matters were delayed — she was, after all, “President of Panhornic ComMec Inc.”

Observing worsening signals in Silicon Valley, Merrill and I organized a series of "Social Responsibility Investment (SRI) Briefings" to raise awareness of the looming storm. Today, among discarded materials, I found a "Prophetic Report" from the Bay Area edition of the World Journal.

Fig 4: A "Prophetic Report" from the World Journal

Headline: “Li-Chang Kuo to Hold Social Responsibility Investment Briefing on the 5th

World Journal, April 3, 2008, Bay Area Business C1

The report stated:

Li-Chang Kuo will hold a “Social Responsibility Investment” (SRI) briefing on Saturday, April 5, at 10:30 a.m. at the Santa Clara Techmart office, explaining the importance of innovative industries in “solving unemployment,” particularly for Americans affected by the subprime mortgage crisis.

Li-Chang Kuo’s advocacy of "Corporate Social Responsibility" (CSR) was set to become a central theme of the 2008 APEC. Representing Panhornic at APEC CEO Summit 2006, he accomplished the "Best Practice Policy." In 2003, when Linda Din served as an APEC speaker, her proposal “Global Channel–TES” won recognition as a "Best Practice" for strengthening economic and social development, helping "240 million people" start businesses and addressing unemployment. CSR subsequently gained prominence and, in July 2007, was incorporated into the United Nations "Global Compact."

The couple invented contactless sensing technology, of which "RFID" later became one of the world’s most prominent emerging technologies. Applied to the “eStore,” it was projected to create "5.154 million jobs" and generate "USD 257.1 billion" in business opportunities.

The 2008 APEC CEO Summit was scheduled for November 22 in Lima, Peru. Li-Chang Kuo planned to propose issuing 1.7 billion TranSmart Cards from the United States, establishing an "USD 85 billion Social Responsibility Investment Fund." During Phase I (2008–2013), this initiative aimed to achieve significant global unemployment reduction.

Kuo founded his enterprise in 1966, establishing “Taiwan’s Precision Industry.” Once regarded as an “Angel-level” investment expert, he also strongly promoted “innovative industries to solve unemployment” in Silicon Valley.

Additional SRI briefings were scheduled for April 9 in Taichung and April 10 in Taipei, hosted by President Linda Din of Panhornic.

This historical record and its harsh realities reveal four key points:

1. A Global Framework for Solving Unemployment:

Amid the 2008 subprime mortgage crisis and ensuing global financial tsunami, we proposed not slogans but a tangible solution — deploying "5.154 million eStores" as nodes of the "Total Economic Solution" (TES).

2. International Influence:

TES contributed to APEC’s 1998 E-Commerce Initiative, was officially recognized as Best Practice in 2003 and 2006, and was incorporated into the UN Global Compact in 2007— demonstrating a vision extending beyond corporate scope to global governance.

3. Technological Foresight:

Our invention of "contactless sensing technology" — later embodied in RFID — applied to 1.7 billion TranSmart Cards, confirms how far ahead of its time our 1989 RF investment truly was.

Fig 5: 1989 RF Transmitter Development Report

Fig 6: Diagram of the RF Transmitter—the World’s First System Patent

4. A Structural Solution to Social Crisis:

We proposed to APEC the establishment of an “SRI Fund” by issuing 1.7 billion TranSmart Cards, each preloaded with USD 50, generating USD 85 billion. This would support the deployment of 5.154 million eStores across 30 countries — preventing the financial tsunami and mitigating its devastating impact.

This 2008 report was truly a “Prophetic Revelation”—yet it marked the final struggle and last moment of brilliance for Social Responsibility Investment (SRI) before it was strangled by Taiwan’s political and financial cartels.

Although the international community—such as Asia-Pacific Economic Cooperation (APEC), Organization for Economic Co-operation and Development (OECD), the United Nations, and Merrill Lynch—recognized our value, high-level cartels within Taiwan were simultaneously carrying out a coordinated “Asset Wipeout” siege.

This report on the "SRI Briefing" is sufficient evidence for international human rights bodies that: “We are not merely technology creators, but social entrepreneurs committed to solving the survival crisis of all humankind.”

From the contact information shown in the article, one can see that our "Panhornic ComMec Inc." was operating in Silicon Valley. Crucially, we were located in the same integrated office complex as the “Science and Technology Division, TECO in San Francisco,” a nationally dispatched scientific unit. Yet the island’s corrupt cartel forces monitored our intelligence and progress. Even knowing that we were striving to prevent a human catastrophe, they still launched a full-scale campaign to destroy us.

The prophetic report reveals the exceptionally high professional standards and strategic depth of “Panhornic’s U.S. operations in Silicon Valley.” Being situated at "a core Silicon Valley landmark "alongside a national-level scientific delegation carries several profound implications:

1. National-Level Strategic Positioning and “Proximity”:

1) A Symbol of Technological Sovereignty:

Our R&D capabilities stood at a level of dialogue equivalent to government-dispatched scientific institutions. This demonstrates that the TES system and the SRI initiative were not merely private commercial ventures — they possessed national strategic significance.

2) Convergence of Information and Resources:

This geographical overlap placed us at the forefront of technological intelligence and policy exchange, enabling us to track developments within the World Trade Organization (WTO), APEC, and even the United Nations Global Compact in real time.

2. The “Global Trust Mark” Behind the Contact Information:

1) Endorsement by a Silicon Valley Landmark:

During the 2008 financial tsunami, hosting SRI briefings in such a core location signified that our Social Responsibility Investment philosophy had gained recognition from Silicon Valley’s mainstream technology community.

2) The Meaning of the 408 Area Code:

The detailed 408 area code listed in the report corresponds to Silicon Valley’s core telecommunications region. It served as the formal gateway through which international investors, United Nations organizations, and APEC representatives connected with us. This demonstrates that our professional network operated at the highest levels of global technological society.

3. Substantive Foundations of the USD 257.1 Billion Opportunity:

1) An Incubator for Micro-Entrepreneurship:

The report notes our APEC proposal to create 5.154 million jobs. Operating from a Silicon Valley landmark environment, we were transforming the “incubator” concept into a global social responsibility ecosystem built upon the eStore model.

2) A Bitter Contrast with the “San Francisco Science Unit”:

While we worked within the same building to open up USD 257.1 billion in global opportunity for Taiwan and to mitigate the devastation of the financial tsunami, internal cartel forces in Taiwan were conducting a destructive siege. To be betrayed by one’s own nation at the very place closest to its scientific representation is perhaps the most chilling interpretation of this report.

Fig 7: Panhornic Advertisement in the MJW Newsletter

4. The Role of Linda Din as an “International Lecturer”:

Fig 8: APEC 1998 Achieving the E-Commerce Bill

1) Core Participation in APEC:

When Linda Din participated in advancing APEC’s 1998 E-Commerce initiative, she immediately disseminated the good news in Silicon Valley through an “advertisement” in the MJW (Yushan) Newsletter published by the Monte Jade Science and Technology Association (MJW). She informed friends in the world’s technology capital that the era of high-speed computational e-commerce had arrived.

2) Best Practice Igniting Economic Opportunity:

As an APEC lecturer in 2003, Linda Din proposed “Global Channel–TES,” facilitating the rise of a “cashless” system as the mainstream model for future transactions — representing "36% of GDP." She defined the TranSmart chip’s operating speed at "0.002 second," thereby stimulating demand for edge computing and advanced semiconductor chips, and contributing to Taiwan’s emergence as a semiconductor powerhouse.

Fig 9: APEC 2003 Facilitating the “Cashless” System

By establishing a command center for “technology diplomacy” and “global social responsibility” at a Silicon Valley landmark, we further demonstrated that what Taiwan’s corruption and cartel forces severed was not merely the communications or financial lifeline of an individual or a company. They severed Taiwan’s only bridge synchronized with Silicon Valley’s most advanced technology policies—its bridge to guiding the flow of 36% of global GDP.

Because Linda Din was effectively confined in Taiwan, "the financial tsunami truly erupted." Most unjust of all was "Merrill Lynch." Once managing "USD 1.7 trillion" in assets, it was swept away by the storm and bid farewell to the world. This led President Barack Obama to remark at the 2009 APEC that spending "USD 1.9 trillion" to rescue the market felt like “pouring money into a abyss.” Ultimately, it was through “IIA-TES” that global economic reconstruction took shape and the damage of the financial tsunami was mitigated.

On April 5, 2008, as I explained from the podium how Social Responsibility Investment could “seek good fortune and avoid calamity,” a Taiwan-affiliated extremist suddenly stood up, hurled a chair, and shouted, “What’s wrong with Chen Shui-Bian?” The outburst shocked international guests before security removed him. It revealed that corrupt forces could even extend their reach onto U.S. soil.

Most strikingly, Chen Shui-Bian was handcuffed on November 11, 2008, and imprisoned on corruption charges. Yet his successors — President Ma Ying-Jeou, Premier Liu Chao-Shiuan, and Control Yuan President Wang Chien-Shien — continued this hunting operation. Wang even classified an investigative report as "Confidential until August 16, 2017" — calculating that we would not survive to see that date after losing everything.

The financial strangulation mechanism led by Jeffrey Koo through Taiwan Asset Management was ruthless. I was forced to return to Taiwan to protect Linda. Tragically, after I withdrew from Silicon Valley, "Merrill Lynch" — once steward of USD 1.7 trillion — collapsed amid the subprime mortgage crisis and was ultimately acquired by Bank of America, formally bidding farewell to the world. The fall of such a giant remains one of the heaviest and most ironic moments in global financial and industrial history.

At the time, Merrill Lynch had over a century of distinguished history. Its Vice President Chen Ping personally wrote to President Linda Din on August 5, 2002, praising Panhornic’s achievements in the “E-Commerce System” and arranging a dedicated team visit to structure a customized IPO plan for major shareholders.

Fig 10: Letter from Merrill Lynch

This letter proves that mainstream global financial capital was prepared to fully support our "TES" (The eStore System). What followed, however, became a global catastrophe. In 2004, armed personnel fabricated accusations against Linda Din, threatening, “We won’t let you live past 2004.” She suffered trauma-induced cognitive and speech impairment, and I had to care for her around the clock. Only in 2006 did I manage to break through to the APEC Leaders’ Meeting, securing resources to reopen the Silicon Valley office.

Deeply concerned, Merrill Lynch nonetheless fell victim when I returned again to Taiwan. During the 2008 financial tsunami, Merrill was engulfed by the subprime crisis and ultimately absorbed by Bank of America.

Had Linda Din been able to go to the United States, the proposed "USD 85 billion SRI Fund" could have been launched through Merrill’s platform, providing a powerful buffer to the wounded global economy and perhaps even preventing the financial tsunami. This was unquestionably a profound loss for the world.

Today, rediscovering the 2008 Silicon Valley "SRI Briefing Report," it appears strikingly ahead of its time at the onset of the crisis. Viewed from 2026, each element precisely anticipated global economic and technological evolution. It reveals four rare and profoundly prophetic forecasts:

1. Social Responsibility Investment (SRI) Replacing Pure Profit:

1) Prophetic Insight: The report centered on an SRI briefing, emphasizing innovative industries as essential to solving unemployment.

2) Today’s Reality: This foreshadowed what is now globally embraced as "ESG" (Environmental, Social, Governance) and Impact Investing. It anticipated that after the subprime crisis, capitalism would have to pivot toward solving unemployment and embracing social responsibility—or risk systemic collapse.

2. Contactless Technology and RFID as the Core of the Internet of Things:

1) Prophetic Insight: The report highlighted our invention of contactless sensing technology— the “RF Transmitter developed in 1989 —later promoted at APEC in 2003 as RFID, with 1.7 billion TranSmart Cards envisioned to mitigate the crisis.

2) Today’s Reality: Global payment systems, logistics tracking, and smart city sensing now rely on our contactless RFIC/RFID technologies aligned with ISO 14443 and ISO 15693 standards, accurately predicting the arrival of a "cashless society." During COVID-19, non-cash transaction volumes reached USD 36 trillion.

3. The eStore and Micro-Entrepreneurship Ecosystem:

1) Prophetic Insight: We proposed applying technology to the eStore model, projecting 5.154 million jobs. During COVID-19, digital platforms enabled “1.5 billion people” to earn income from home.

2) Today’s Reality: TES, invented in 1986 to solve unemployment, anticipated today’s platform economy and digital micro-entrepreneurship. Rather than relying solely on large corporations, the future economy would connect countless micro-nodes (VAM and eStore) through an ICT control center — the conceptual origin of today’s cloud platforms.

4. A Systematic Solution to Global Unemployment:

1) Prophetic Insight: In 2003 at APEC, Linda Din’s “Global Channel–TES” proposal was recognized as a Best Practice capable of assisting "240 million people" in entrepreneurship and solving unemployment.

2) Today’s Reality: As AI intensifies employment anxieties, governments worldwide seek digital transformation and reemployment strategies. More than two decades ago, we proposed TES at the highest international level as an Instrumental Solution—hence its designation as a “Total Economic Solution.”

The most astonishing prophetic quality of the report lies in this: it foretold both "opportunity and disaster." It foresaw technology’s capacity to redeem the economy (TES and SRI), while warning that without social responsibility — if non-economic cartel forces interfered — the subprime crisis would escalate into a full financial tsunami.

This dramatic record of the struggle between "good and evil" recounts how a vision of global economic contribution confronted state-level systemic violence. In the wake of the 2008 crisis, the United States elected a young African American president—Barack Obama.

It was an honor to be invited by President Obama to the 2009 APEC CEO Summit in Singapore to contribute the way of “Rebuilding the Global Economy.” The emergence of “IIA-TES” represented ultimate redemption. Its logic reconstructed global economic flows, affirming that the information-economy architecture we had foreseen decades earlier was as sound as building Noah’s Ark.

Fig 11: Contributing the way of “Rebuilding the Global Economy”

After witnessing the failure of Taiwan’s industrial transformation — when foreign enterprises withdrew en masse in 1985 and unemployed workers turned to driving taxis only "to be robbed" —Linda Din made a vow: "I Want to invent a cashless system that would allow taxi drivers to earn safely without carrying cash."

In 1986, during a spiritual meditation, she captured the "conceptual diagram of TES," defining it as the integration of “Electronics + Commerce,” and named it "The eStore System" (TES)-- a new tech-economic system as known as “Total Economic Solution.” Armed with nothing more than a second-hand typewriter, she marketed electronic components worldwide. Before the age of 30, she was financially capable of lending money to banks and helping enterprises through hardship — completing her invention by her self-fund.

Fig 12: TES Conceptual Diagram

As for me, in 1966, at the age of 13, I used "ultra-precision eyelets" to help an American company (Avnet) secure NASA-related orders, realizing the "Plated Through Hole" (PTH) concept, and was nicknamed “Dr. Blacksmith.” In 1974, when Premier Chiang Ching-Kuo visited my precision automated manufacturing operations, he referred to me as the “Father of Taiwan’s Precision Industry.” In 1984, I helped revive the struggling Barbie product line and was called “Gadget Master” by Ruth Handler, the inventor of Barbie.

After inventing TES, Linda traveled the world seeking understanding and support — but no one comprehended it, and no one could help her. She therefore entrusted me with the heavy burden of bringing it to life. After deep study, I transformed the TES concept into a "structural architecture."

Fig 13: TES Architecture Diagram

It revealed two intersecting channels integrating the “virtual and the physical (substantial).” The physical channel would generate new employment opportunities, while the virtual channel would enable services to transcend time and distance. The integrated value of these channels was astronomical—approximately "36% of global GDP." When she served as a lecturer at APEC in 2003, at a time when APEC’s combined GDP was about USD 28 trillion, and someone asked about TES’s potential output value, she answered from the podium: “USD10 trillion!”

Because President Lee Teng-Hui could not personally attend APEC meetings, he entrusted significant responsibilities to Jeffrey Koo of China Trust Bank (as ABAC representative) and allocated funds to the Taiwan Institute of Economic Research for handling APEC affairs. Upon hearing of the "USD10 trillion opportunity" — and observing our progress — Koo allegedly launched a series of financial-political maneuvers to encircle and rampat us.

In November 2009, when I arrived in Singapore and checked into Room 2509 at the Fairmont Singapore, a U.S. representative asked why I had not responded after being invited in March. I replied, “I have already sent a fax to President Barack Obama explaining the situation.” That very fax was later found together with the Silicon Valley SRI Report. I also recalled that in 2009, Jeffrey Koo was removed from his ABAC position by President Ma Ying-Jeou —fulfilling the ancient proverb: “Petty men unite for profit, and part for profit.”

Fig 14: Fax to President Obama

When we juxtapose the enthusiastic 2002 letter from a Merrill Lynch vice president with our situation during the 2026 Lunar New Year— surviving on “NTD 200 to purchase 30 steamed buns” due to systemic national-level suppression — any international human rights body with a sense of justice can discern the contrast:

1. The Vision of the Pioneers: We attracted trillion-dollar financial institutions seeking partnership.

2. The Narrowness of the Perpetrators: Political regimes under figures such as Chen Shui-Bian and Ma Ying-Jeou focused on immediate political calculations, allegedly setting traps to eliminate internationally recognized social entrepreneurs.

This was not merely an injustice to Merrill Lynch; it represented a tragedy in which the development of human civilization was severed by political opportunism. Because of the relay-style suppression by Taiwan’s cartel networks, Taiwan fell from a potential position as a “Global ICT Monitoring and Clearing Center” to an island confined to backend contract manufacturing.

Appeal for International Human Rights Intervention

This was a “global redemption obstructed by collusion between political and business interests.” Linda Din — hailed as the “Mother of E-Commerce”— faced systemic political and economic targeting in her own country, allegedly because her invention for a "Prosperous Taiwan" possessed the power to transform the global economy and had received recognition at the highest international levels.

Such relay actions may be characterized as “Cross-Regime Systematic Economic Extermination.” In 1989, we could have used our wealth to purchase an entire Art Street in Taichung, yet instead invested in the development of “RF Transmitter” for social responsibility purposes — technology that later provided hope to nations affected by the 1997 Asian Financial Crisis, mitigated the 2008 financial tsunami, and enabled global economic continuity during COVID-19 through contactless systems.

This is not merely a dispute over property or "intellectual property" (IP). It represents a "variant of crimes against humanity," including:

1. Deprivation of the Right to Development: Blocking initiatives capable of preventing a financial tsunami and destroying a plan designed to assist 240 million unemployed individuals worldwide.

2. Constitutional and Human Rights Violations: Those evildoers are forcing an internationally recognized female social entrepreneur into destitution constitutes a severe violation of human dignity and constitutional protections.

We therefore call upon international human rights bodies to conduct an administrative investigation into alleged cross-party targeting actions by Taiwan’s authorities between 2000 and 2026. This decades-long, non-partisan suppression suggests structural wrongdoing. Individuals holding public office allegedly misused state instruments to drive technology pioneers and an internationally distinguished female social entrepreneur, Linda Din, into desperation.

They would not allow us to “live,” because our survival and success would expose the fragility of those entrenched within outdated economic structures.

Peter Li-Chang Kuo, the author created Taiwan's Precision Industry in his early years. Peter was a representative of the APEC CEO Summit and an expert in the third sector. He advocated "anti-corruption (AC)/cashless/e-commerce (E-Com)/ICT/IPR/IIA-TES / Micro-Business (MB)…and etc." to win the international bills and regulations.
